    Pursuing the right strategy on these GaaP building blocks is essential. There are capabilities which could absolutely drive efficiency and better outcomes and these "repeating service patterns or capabilities" cut right across public service provision. A classic example is the need for a notification and messaging capability which can be plugged into service demands as diverse as school closures and child protection. The trick has to be defining and implementing these at the with sufficiently functional "APIs" and at the appropriate functional level (i.e. not too high) to make them genuinely re-usable.
