Innovation and social reform in cities across Europe has been driven by a number of factors, but a consistent one not present in Scotland is city mayors.  Examples close to home, like Bristol, suggest that this form of direct relationship between a clear single point of leadership in a city and the abiltiy for that city to tackle the transformative challenges has a direct correlation.

Why the contribution is important

Governance is critical to good delivery.  The flat structure of government in Scotland means that for cities it often appears that the ability to deliver transformation is hampered by the need to create coalitions of the willing reducing the ability to seize opportunities and drive them forward.
