Allow pubs and restaurants to trade after 10pm

Remove the 10pm curfew for pubs and restaurants and allow them to continue trading (and therefore bringing in revenue) but do not allow any new guests to be admitted after 10pm.

The guests that have been there all evening therefore stay in the same place for longer, reducing the temptation to go to an off-licence and continue drinking elsewhere.

Why the contribution is important

Hospitality establishments are able to continue bringing in revenue and it should reduce the likelihood of people going back to a friend's house. If they have already been in the venue earlier in the evening it would make no difference if they stayed until midnight instead of encouraging people to wander around in groups.

The problem with this idea is people can still sit in a pub for hours at a time drinking until they are very drunk - and drunk people don't socially distance or follow rules. But closing at 10pm doesn't stop this either because people just go out earlier, so the only people suffering are the pub owners.
