Help for impacted businesses

In addition to the announced government support, is there any way that existing businesses which are not affected (or are thriving because they are an essential or key service) can be encouraged to support those businesses which are badly impacted by closures in a regulated way?
This could be through sponsorship, additional advertising, investment in shares or through hiring the spaces for production of essential items such as PPE whilst they are closed or, with the appropriate safety measures in place, be venues to hold training/recruitment programmes prioritising those individuals made redundant directly as a result of the pandemic.
Also could there be a way that individuals can voluntarily contribute in a regulated way towards the government fund helping out those businesses who are struggling? This could be an established/new charity or through a government supported scheme.

Why the contribution is important

To give those (who are in a position to) a way to directly support businesses, individuals and their families (who are really struggling through no fault of their own) the option of an additional avenue of support in addition to the current measures in place, but with measures in place to ensure that the help goes to the right people in a timely manner.
