Hotels v Cafes

If all cafes in the restricted areas are allowed to open whether they have an alcohol licence or not, why not allow hotels to open for morning coffee and lunches as long as they do not serve alcohol.

As a pensioner It's quite simple, being able to have coffee at my local hotel and meet up with friends is important to me for obvious reasons. Plus I trust my local hotel to have all the correct precautions in place
