Maybe we are looking at transmission rates the wrong way

Introduce mass cheap testing in order to break transmission clusters. Backward tracing should be longer than 2 days, as the novel coronavirus is proven to transmit in clusters and have a longer incubation period.
Focus on ventilation, counseling the population to avoid places where the three C’s come together—crowds in closed spaces in close contact, especially if there’s talking or singing—this brings together the science of overdispersion with the recognition of airborne aerosol transmission, as well as presymptomatic and asymptomatic transmission.
Learn from countries who have learned how to live with the virus: Japan, Sweeden, etc.
