Instead of making decisions about how safe a place or activity is get out of your office and talk mask to mask with the real experts. Not those who considered themselves expert advisors .
Ask the real experts how they are actually making things safe, why something is good or bad idea. The real experts are bar staff, shop assistants, bus drivers, leisure centre workers, local people etc themselves.
Go and and see/hear what is really happening first hand, not reported stats. Like this site, you might see some very good ideas.

Decisions are being made to the dismay of people working and living with various restrictions. Talking to some front line workers has told me that there may better ways of doing things, some restrictions are stupid and why.
Those making decisions on lockdown should get out of their ivory tower and consult direct to get facts. You cannot make good decisions without good information.
