Academic medical assessment of the situation/international studies

I am missing an academic assessment in government and Council publications. The government should at least refer to academic sources as the basis for their decisions. These should be studies without conflict of interest. A lay person can't assess problems of virology, immunology or epidemiology. It is not good enough if non-professional government officials blindly follow the WHO. I am missing a transparent public discussion led by professionals, based on academic studies. Scotland could lead here, even on an international platform, and consider brand new international studies about COVID 19 like this one:

Why the contribution is important

In the case of a pandemic, we can't rely on decisions of non-professionals. The field is far too complicated and decision making bears too much responsibility. The medical academic community is able to assess the situation far better than any government, IF the focus lies on independent study without conflict of interest, and a transparent discussion.
