Give penalty free access to pension savings (regardless of age)

Too many have been left with no money. No money = no food now and no home later. Unacceptable
Give penalty free access to pension savings for those who are not being subsidised through this by Gov. Would cost Gov nothing (unlike all other schemes) but would help some of the left behind eat and keep their homes, and maybe their livelihoods.
