Access to parks families with no garden or outside space

Could some sort of pass be provided to give priority to entry to parks for families living in high rise flats or closes, who have no access to a garden.

Why the contribution is important

Important for mental and physical wellbeing during pandemic.

Open parks some of which have closed, cricket ground in Partick, golf courses etc and allow those without gardens to picnic/sunbathe there
