Allow isolating households to interact with each other

If you are a household with a retired person or people who are working from home who are generally isolated and not coming into contact with others you should be allowed to interact with a small amount of similar households. e.g. a close friends, neighbour or relative who lives locally.

This would improve people's quality of life reduce social isolation and also allow people to share resources. e.g. if one person has access to supermarket deliveries they can order for the whole group and only one delivery slot is used and all people in the group avoid the wider social contact involved in going to the supermarket.
