Allow one single other household (bubble) to support childcare

Allowing another single household (bubble) from anywhere within the UK to support keyworker childcare as long as those looking after children don't have underlying health conditions and are under 70.

Why the contribution is important

Many keyworkers are unable to access childcare if their partner can work from home (even if their partner is a key worker). Although this may help reduce numbers of children in nurseries/schools, it puts unnecessary pressure and stress on families of keyworkers who are even more busy than usual.
Allowing keyworker families to form a single bubble with one other household in the UK for childcare purposes would be low risk as long as it only includes family members (e.g. grandparents) who are under 70 and have no underlying health conditions. Since such family members may live far away, travel should be permitted to facilitate the childcare arrangements.

    This could work but leaves door open for much larger groups using childcare as an excuse to visit and would be very difficult to police. Also workers may be exposed to greater risk of contracting virus which would transmit to other household. It’s hard to believe that people would keep to one bubble and not end up with two or three different ones which would defeat purpose. High likelihood if muddying the message especially as people already pushing limits before any relaxation of lockdown

    This would be a great idea, especially if parents are being allowed to return to work, but would probably have to stretch to two households since in many families the childcare is shared between grandparents of both parents.
