Allow people to make an informed choice: organise proposals by benefit to society

Everyone would agree for two measures that present equal risk in terms of Covid, the one that has the best prospects for restarting the flow of money should be chosen first. So, for example, if it's a choice between opening gardening centres and restarting the building industry, and they have equal Covid risk according to our models, then opening the building industry would be better for society by an order of magnitude.

So order the proposals in terms of benefit to society, and explain how this was done. Then choose the top items first
