Allow regional variation in how schools return
Idea is that schools be allowed to return on a regional basis by council district based on local area risk assessment and R rates, not based on central belt weighted decision making/statistics.
Why the contribution is important
Allows education to resume in a staggered staged manner, and allows parents back to work.
