Allowing different parts of Scotland to unlock when they are ready rather than everyone at the same time

Allow different parts of Scotland to unlock at different times depending on local conditions. Eg the R0 in the Western and Northern Isles must be v low so can they be allowed to start moving to the first stage of unlocking now rather than having to wait for the rest of us.

Why the contribution is important

Good practice, we'll probably have to lock and unlock locally in response to the virus so we might as well start doing it now. It will also give the rest of us hope as we see parts of the country taking those first steps forward.

    Surely the islands are our most fragile communities and should therefore be the last and not the first to be released from lockdown. The ferry restrictions are one of their main protections and should be maintained.
