Cyclists to sit and pay for a competence test and license before they're allowed on the road (Ages 16 and over)
Cyclists to have some form of compulsory Insurance (Ages 16 and over)
Cyclists to pay some form of road use/ cycle lane tax (Ages 16 and over)
Bring back cycling proficiency lessons at schools
Teach basic cycle maintenance at schools ie changing an inner tube or tyre, checking brakes, chains etc

Why the contribution is important
Cyclists may not like this idea but...
Covid has brought many more cyclists on to our streets and the numbers will obviously continue to grow .
The idea is that as there are obviously benefits to cycling ie peoples well being plus the benefits to climate and the environment and with the Government and economy haemorrhaging money and now with the Government announcing a huge roll out in the number of Cycle lanes, the widening of pavements, closure of roads to accommodate cyclists etc etc at a cost of billions I would think it only fair that the costs of this must be offset by the people using the new infrastructure.
Because there will be less motorists using the roads as they are encouraged by Governments and environmentalists to take up cycling to and from work and also for leisure it follows that there will be billions of pounds lost to the treasury ie fuel duty, road tax, Insurance Premium Tax, MOT fees etc....surely cyclists should be willing to pay something to the Government in the shape of the above proposals to try mitigate some of the loss of the income currently paid for by motorists.
This would be a small price to pay for giving up the car and protecting the planet.
Protection of the climate and environment as more people choose cycling
Cycling standards would be raised by making cyclists adhere to set standards which in turn would help toward their own self protection and the protection of others.
The idea would also give the government much needed income from license fees, insurance premium taxes, road use/cycle lane taxes.
In the long term local authorities benefit gaining income from by issuing non use of cycle lane fines.

The contributor, has they spent anytime researching their proposal, would quickly come to the realisation that infrastructure is the key to delivering what they are looking for. Unfortunately, in Scotland they quality of Cycling infrastructure is generally very poor. There are some notable exceptions, but there is no city or town in Scotland with a joined up safe segregated network as found in cities like Amsterdam, Copenhagen, Utrecht or Seville. These cities also do not have the same level of animosity towards cyclists or cycle/pedestrian/motor vehicle conflict, due to the separation of infrastructure.
Rather than the additional cost for implementing this suggestion, I would recommend that the Scottish Government provides investment to enable Local Authorities to build networks of joined up safe cycling infrastructure n our towns and cities.
