Bars open in regions and in phases

Regional socialising in phases
Phase 1 - Regional openings. Open bars for locals initially. Remain in your own region.

If mixing with others from other regions must adhere to current family / bubble limitations (groups of 10 in one property).
Provide licenses to bars to have their own pop ups in allocated areas - parks and beaches. During this time get the city centre ready for phase 2.

Phase 2 - Edinburgh City Centre and surrounding areas popular for socialising (Stockbridge, Morningside, Leith, Georgie) - categorise and limit capacity on bars based on space and capability. Provide digital skills training and funding for all to adopt the weatherspoons app.

City centre - close the roads heavily populated with bars. Lift restrictions / governance / costs for bars to use outdoor space (pavements, car parks, roads) and allocate each property space to each business to increase capacity. Use markings within allocated space to encourage social distancing or in bubbles (Similar to car parking). Encourage pop up bars in outdoor space to reduce indoor traffic.
Relax the fines for parking on the next level of zones so people can shop in the city centre and kickstart the high street.

Categorise bars and limit capacity.
Where bars can, no standing at the bar. Adopt the weatherspoons app.

Provide financial support for bars to have segregation areas inside
Why the contribution is important

A controlled method of kickstarting the hospitality trade. It shouldn’t be the last industry to recover, it should be supporting the social aspect and encouraging people to not be afraid of getting back to environments where we’re once thriving. Our country needs this for wellbeing and our heritage.
