Birth and marriage registrations
Open up the registry offices to register births and perform marriage ceremonies. At neither events is the need to have more than the couple present, other countries have not seized these services and I fail to understand why Scotland has. Life must go on and it cannot be that people who had babies at the time of lockdown or who were set to get married cannot do that.
Why the contribution is important
Public life must continue and it cannot be feasible to have registrations on hold. The backlog will be virtually impossible to deal with, considering that birth registrations could surely be submitted online and marriages can take place with only the couple being present.

These ceremonies can take place anywhere, including outside in a garden or public space so risk of transmission is minimal, even if the couple, their witnesses and the celebrant are from different households.
The registration services could do the paperwork online and there are hundreds of authorised celebrants who can hold the ceremonies in their local communities without the need for excessive travel.
The party and celebration with family and friends can come later (much later...)
