Bubble Individuals should be consistent

I'm in favour of bubbles as my partner and I live alone and haven't seen each other since lockdown began. It should be made clear that once bubble participants are chosen, there's no swapping around. I can see where some people might have ten people in a bubble (and ten is far too many anyway) one week, and then decide to swap out one granny or relative for another. That just can't happen.

Why the contribution is important

Please get the TTI system up and running as quickly as you can. This is our only way out of this and into a new normal, at least until a vaccine is found. Even then, there's no guarantee a vaccine will be effective at all, or long term.

    In the Netherlands people could see upto 3 other people (the people could vary) and it worked fine. I don't think it really matters if the people change, everyone is going to risk germs via food shopping, work etc
