Central Body to Assess Workplaces

Appoint a central body, HSE for example, to assess workplaces looking to reopen. Putting onus on employers to put measures in place to protect their staff, ensuring a standard is applied so that there is a level playing field for all businesses and gives the government a sense of security that workplaces are taking correct measures.

How long is this going to take / how much is this going to cost an already flailing economy? Surely common-sense should prevail?
