Communicating new health care policy to service providers rather than announce it directly to the media without any local planing

Scottish politicians have been announcing new strategies, that seem to have no scientific evidence base, to the media before allowing health care providers to plan for the implications of their announcements.

Announcing policy without communicating it to service providers creates panic in the community and a breakdown in communication/relationships/trust between service providers and users who are all trying to catch up with the most recent advice... often whilst at work trying to do their job.
