  If a dog is under voice control, why does it need to be on lead? My dog has undergone special training and does not chase animals, stays at my heel when commanded, and returns when called - why would I need to have her on a lead on top of all that if she’s not approaching any other person or animal and stays by my side?

  Totally dependent on the time of day. We are out early in a Glasgow park and there is no need for dogs to be on leads at that time.

  My dog doesn't jump on anyone. In fact I have people going out of their way to pet him...

  I am a dog lover but I do believe just now especially, all dogs in public areas should be on leads irrespective of how well they are trained. If you allow one then they all want to jump on the bandwagon. You might know your dog is harmless but the person running or walking past you does not know this.

  Not all are dog lovers.......... I thought dogs were supposed to be on leads in all public spaces

  Encouraging responsible behaviour of dog owners is welcome. However it is unfair on those owners and dogs who are being responsible to have their freedom restricted, when out on walks in parks and open areas.
