Face coverings in shops and on public transport have to be worn by everyone. If only some people wear them then the check on protecting people from each other has been diminished.
Why the contribution is important
I feel that people like to know what they have to do and not do. Clear cut messages are better than phrases like "if you want to" or "you could do this". This idea makes everyone feel the same. It mirrors the 2m rule. It demonstrates respect for others.
