Counter intuitively it might not be the best idea to open up clusters of households between people in the same family. In these relationships our ways of interacting are so habituated that physical distancing measures would be almost impossible to maintain and most family interactions would take place over longer period of time in intimate household settings. Family bubbles would have almost the highers contagion risk.
It would be safer from a contagion point of view to allow activity led groupings ... -AA meeetings - parent and child groups - non contact activity clubs etc So reintroduce much needed social contact without going 0-60 on dropping social distancing
