Is it not possible to allow childrens clubs to gather outdoors if applying social distancing?
Why can't a children's football team hold a training session, provided coaches are happy? They may not do much more than running and ball drills with no matches, but socially it would help them. Ditto Scouts, Guides, etc.

Why the contribution is important
Children's well-being is suffering, physically and mentally. They seem to have been included in lockdown to prevent spread as they are disproportionately less likely to suffer from COVID. Can we not find ways to alleviate their long-term problems being built up?
