Gardeners I feel can provide a service providing they have clear social distancing from their customers and members of the public. For example local councils garden maintenance staff tend to work independently cutting grass within communal areas and promotes mental well-being for staff and allow staff to return phased. There are a lot of local authority staff not redeployed and are sadly at home looking to return to work.
Gardeners can safely work outdoors and would allow some small businesses to return and help start our economy.

Important to maintain staff mental well-being and promote small businesses to start phasing back. Would benefit small business owners and start return for our economy.
