Golf ones and two's

Golfers should be aloud to play at this time.
This could be done by allowing them to play on there own or in two's,
They must only come to the course 20 minutes before there tee time,
No pre practising,
And at all times keeping a safe distance from each other, and any one else in the car park.
The starter would have total control of when the golfers could go to the first tee, ect.
And only playing nine holes, this would help to ensure that everyone would have a chance to play.
