Golf is by far the safest of non-contact sport and I expect the Government to make it one of the first sports to resume during lockdown. In addition to measures the R & A have already outlined perhaps you should make it mandatory to space tee off times a minimum of 20 minutes apart (not the usual 6 minutes).
The effect will be to remove any congestion in the car park areas as players organise their clubs and trolleys etc. and also avoid any queues on the tee's during play. Under the current rules players are encouraged to be at the T before the previous players have exited so as to reduce down time and not hold up play.

Why the contribution is important
It will ensure separation of players arriving and departing, as well as keeping players apart whilst on the course.
