It seems that one of the key aspects of moving towards a new normal is how to ensure that everyone sticks to the rules. This becomes more difficult the more nuanced and specific the rules become. "Stay at home" is a simple clear message however the more caveats that are added to this the more likelihood for personal interpretation or even deliberately choosing to ignore aspects. All areas around meeting up with others including sport, family, education and business could be clearly restricted by simply agreeing what number of people are able to meet at any given time. The effect of this on the reproductive rate could be tightly monitored and it would allow people who are alone to meet up with others, with a staged increase over a number of weeks. Households should be included in this number to benefit those without existing household support networks.
e.g. week 1 - within household or up to 4 people (whichever is higher)
week 3 - within household or up to 6 people (whichever is higher)
week 5 - within household or up to 8 people (whichever is higher)
etc.
