Re-open Hydrotherapy and Physiotherapy for Animals

My dog had a cruciate operation in 2018 and she also has arthritis, since then she has been going regularly for hydrotherapy to strengthen her legs and I have seen a marked improvement in her. However, she has not been able to swim, I have seen a massive deterioration in her movement. Since it is only my dog and the physiotherapist in the pool, surely this could be opened again for mine and so many animals who need this therapy?
