Job Creation Programmes
Establish clear job creation programmes - not just encouraging existing businesses to take on more staff (because few will be able to do this). Use the Intermediate Labour Market Model where an additional activity (often public sectors) is undertaken where the government can part fund the wages of a person, a third party pays the other and training costs for the individual.
These could be in new areas of post Covid19 needs such as increased mental health services, help to adapt homes for the elderly and disabled to continue to live in their own houses; non car transport schemes etc so help develop the "new normal" to be a new type of Scotland.

Why the contribution is important
The programme would create additional jobs quickly and would also establish additional public services needed post Covid19.
