Key words and phrases in Scottish Government publications should be clearly defined.

In the Framework for Decision Making the Government says that decisions will be made “in line with our overarching commitment to human rights, equality and social justice” but does not define these terms. Consequently in any dialogue with the Government it is not possible to have a reasoned debate because each participant will have a different interpretation of the terms. This will result in wasting time and energy arguing about the terms rather than the decision which is the central point of the dialogue. Definition of terms should be an automatic part of any Government publication.

Why the contribution is important

The dialogue between public and Government will be enhanced when all participants have the same understanding of the terms used in the publication being discussed.
