Lift restrictions region by region
Lift restrictions region by region with nobody able to leave their current region until the R number is down in the whole of Scotland.
Each region could then be forced back into lock down if numbers started to rise.
Social distancing would need to be maintained in workplaces/education with a reduced number returning to work/schools in the first instance.

Why the contribution is important
Every region in Scotland has differing numbers of infection and differing numbers in population and different population density, therefore some areas may be able to return to normal sooner than others.

Looks good for Orkney and might have been attractive for Western Isles, but oops, suddenly Skye is red-hot and only 15 miles by small boat.
