In indoor enclosed air spaces yes
In restricted air movement spaces -outdoor urban areas yes
In rural areas with good ventilation outdoors not always necessary.

I think we need to upgrade public advice on avoiding infection
Add in how to do safe 'Distance Dates' with more info on how viral droplets and died virus nuclei can travel in the air.
eg. people walking side by side into the wind are safer closer together without touching than two people standing 2m apart with the breeze blowing into one o their faces

I agree that if the government wants individual to wear face masks in public confined spaces, then it has to be compulsory rather than guidance. Guidance is too confusing and the majority of individuals are ignoring this guidance. I also think individuals need to be taught how to use and dispose/ disinfect masks safely.

I don’t like the thought of wearing a mask but maybe that’s the way to go to protect others
