Mass testing

We should start mass testing starting from the top and working down either with Shetland and orkney or the Highlands.

Why the contribution is important

If we can test everyone we can isolate all the ones that are infected and start to eliminate this virus and get back to as normal as possible. If it is done in regions we can start opening each region one after another. Where if the tests are scattered around the country or just who has simtoms it can still be spread if people don't know they have it and go out.
