Can government and communities as a whole actively shift emphasis in discussions from 'getting the ECONOMY moving/going' to 'getting SOCIETY going'. (Or better, since we had better not GO out...helping SOCIETY function.')

The current either/or of health/lives versus economy/money ignores the fact that this is about our relationships between individuals and society/community. The almost exclusive focus on economy (vs health) demotivates. It makes folk out to be nothing more than economic/productive units. Trade is one part of society but shouldn't be the most important.
