Travelling sometimes hundreds of miles for ridiculous reasons as well as fining these people should the vehicle in question be impounded or immobilised until the crisis is over so as to ensure they not only wont repeat the offence but cant repeat it either. Similar to anyone using the empty roads as a racetrack.

The more people making non essential travel then the higher the R number will be and the longer it will take to get through the crisis.
