Open business to staff only at start

Allow business such as shops, cafes, hotels, restaurants open to limited staff only.
These staff can then perform duties such as cleaning, adapting business to new ways of working, implementing Covid19 measures for public.
Once the tasks have been completed then a phased opening to public can then commence.
