I think this is a good idea as long as you only play with people you live with. If you play with others you would need different coloured or marked balls to avoid both touching them.
I think tennis outside would be a welcome measure and can easily be controlled. Do not cross over between games, observe social distancing and travel separately to play matches. Could even restrict who you play with each week to a small bubble.
Outdoor tennis could be managed by the club ensuring that government restrictions are adhered to. Restrict play up to an hour and only one group (living under same roof) can play at a time and you take your own balls and equipment. Clubhouse remains closed.
How do clubs check you all live under the same roof ?
They don't, they take your word for it, which the stupid and selfish will take advantage of.
What about the club employees ? they have to touch those balls ?... gloves I'm sure you'll say... they have to go into changing rooms to clean where people have been sweating, coughing, sneezing, showering ?... masks I'm sure you'll say... what about their contaminated clothing ? disposable coveralls you might say, or change into your civvies in the workplace and the club has your uniform laundered every day... getting to work on public transport ? ... well that probably doesn't affect you ... going home to shielding relatives .... that probably doesn't affect you either, or you don't care.
If you want to get back to playing tennis, stay home and let it run out of victims, then when it's no longer a factor we can all get back to our passtimes.
