Phased return to work by birthdate
How about lifting lockdown gradually by birthday for those currently working from home?
If your birthday falls on the 1st to the 8th of a month you go to work for the first week of the month, 9th-16th the second week of the month and so on?

Why the contribution is important
Gives people a chance to return to work in a phased manner, but only requires 25% of workers to travel each day.
