Provide small businesses with IT/marketing help establishing an online presence

I have noticed that many small local businesses are managing to survive by adapting their services to online delivery methods. But some clearly have not got the IT knowhow to do this. Could they be helped by volunteers with IT or on line marketing expertise or by access to a centrally funded centre of expertise?
