Reduce All Rural Speed Limits By 10MPH

We are required to Stay Home, Stay Safe; a message, promoted throughout lockdown to protect the NHS. Reduction of Road Traffic Accidents have been cited as a justification for requiring the population to stay at home. Would reducing the all rural speed limits by 10 mph (70 to 60; 60 to 50; 50 to 40) have the same effect?

'Stay local' as an alternative to 'stay home' is unacceptable both socially and economically. Essentially, it is unsustainable (and possibly unenforceable) and certainly unwelcome to many people. If RTA's pose a significant concern for the NHS and other emergency services, then there are other measures that could be put in place, such a speed limit reduction.
