Risk based approach

Work with industry to obtain coronavirus absence data to monitor evolution of risk as lockdown measures are washed and people return to work.

Adjust measures where there is outliers in data Vs general population, e.g. high instances in care homes so additional measures needed. For example boarding of staff in homes to prevent spread on a voluntary basis. Treat the home as you would an off shore space in terms of access and service and control on entry via testing.

Why the contribution is important

It is important to preserve lives and keep the economy going. Measures need to be data driven and we need to react as things change.

As measures lift in Scotland if the same approach in stage 1 of lifting is as England then we need to be in a position to highlight WHY the r0 increases so that appropriate measures can be taken as opposed to a blanket approach. Otherwise we could be in a situation of rinse and repeat of lockdown and lift lockdown.
