Why not. Social distancing is possible if from the same household. If not from the same household the. 2m apart on a boat may provide issues. However, on a boat of a certain size it is possible. Numbers or participants per boat length may be a stipulation?

Agree but also consider river angling. Both are clear examples of social distancing already in practice.
