Why can’t shielded people drive to somewhere away from home and enjoy a change of scenery if they don’t leave their car? Petrol can be purchased, if needed, by a friend or family member who can wipe down steering wheel etc with anti bacterial wipes or soapy bleach water. Taking a flask etc would be such a treat and surely lift their spirits.

Shielded people will have mental and social problems if they are confined to their homes beyond 12 weeks.
