Social bubbles and slow reopening

Re opening of skips with strict social distancing in place and limits on numbers in at a time, which will stop the problem of fly tipping. Consider looking at opening larger stores first where social distancing is easier, such as garden centres and retail parks.
Creating social bubbles - for example 3 household per bubble. This could be done by registering online somewhere the three households in your bubble. Would be able to see people only within this bubble to help grandparents see their grandchildren and people who are living alone/feeling isolated.
