Suspected cases

Is it valid to report suspected cases among stats? Is it reasonable to base lockdown decisions on unknowns? Thousands of people suspect they had the virus but were never tested - is it fair if they base their Decision making on suspicions as well.

SG need to clean up data and communicate in clear, open and transparent way. To aid decision making they need to show consistency in their approach and what they expect others to do.
