Travel insurance compulsory to risk areas

Eg, crowd diseases have evolved before from China. Scottish workers should have compulsory medical/work insurance that covers cost of repatriation in event of lockdown.
closing the door after the horse has bolted in this case perhaps but worth considering. Alternatively, Scottish workers should have western level medical care while working abroad as standard at least in city situations.

If this were in place the tracing would be a part of the standard procedure and would have been effectual from end of December 2019. I think that is what the WHO described in their guidance.
