This is a very good idea. Even before dealing with the impact of COVID-19 it was a good idea. Please ensure that you adopt a simple and universal approach rather than a targeted one. It should be an entitlement.
Why the contribution is important
In the interests of social cohesion and fairness this should be pursued with some urgency.
