Real subsidiarity and de-centralised power from large councils

Services in Highland have been over-centralised in Inverness. There needs to be a reform of local government - going back to the seven county councils.

There needs to be far more representation at local level, 32 unitary authorities cannot handle local level.

The Wheatley Commission report talks about the need for more power at community, district and regional level with strong connections between them.

 

Why the contribution is important

This is important because people feel that better decisions are made when they are made at a local level.

    Idea from Fairer Scotland Midlothian Planning Event:

    More, Smaller councils.

    Smaller councils and diverse community councils. Bringing in new members into the community council (fresh blood/ideas).

    32 councils were not thought to be not enough – the suggested number was 100. In comparison to the rest of Europe based on size, proper local authority support is not in proportion. A closer look should be had at models in, say, Sweden and Norway.

    Local authorities are already pulling away from the Convention of Scottish Local Authorities (COSLA). Does this mean that there will be one agreement for the 28 councils who are part of Convention of Scottish Local Authorities, and then either another agreement for 4 Local authorities who are not affiliated or 4 separate ones?

    This is important because More local authorities would provide closer links for the people in the communities to connect with those who represent them. It would offer the opportunity to have more of a say on the spend to address the needs of the council and the local area.

    Local people in charge of their own budgets, through Community Councils, along the lines of the English Parish Councils.

    Idea from Fairer Scotland Dumfries Planning Event:

    If we had more responsive councils, as they should be, this might be the way to make them sustainable organisation within the communities. It could cost more money if councils dilute again. What is needed is that the bodies that exist be more flexible and knowledgeable within pockets of the community with for example area committees.
